Acting Ag. Usman Alkali Baba was born on 1st of March, 1963 in Gaidam, Yobe State. Upon obtaining his Teacher’s Grade 11 Certificate from Teacher’s College in Potiskum in 1980, he proceeded to the University of Kano where he graduated with a Bachelor of Arts degree (Ed) in Political Science in 1985. He later bagged a Master’s degree in Public Administration (MPA) from the University of Maiduguri in 1997.
Ag. IGP Alkali’s professional career in the Nigeria Police Force commenced on 15th March, 1988 when he was commissioned into the Nigeria Police Force as a Cadet Assistant Superintendent of Police. He has extensive experience across administration, training and strategic leadership level. In the early part of his career, he served as Police Officer in Gwange Division, Saminaka Division, Kareem Division, and Jimeta Division. He later served as the O/C General Investigation Section, State Criminal Investigation Department, Yola and the Second-in-Command, State Criminal Investigation Department, Gombe State Police Command.
He was at a time the CSP in-charge of Administration and a Directing Staff at the Police Staff College, Jos. He later served as the Area Commander in Kanfanchan, Kaduna State, IIaro, Ogun State and FCT (Metro). Upon being prompted to the rank of Deputy Commissioner of Police, he was posted as the Second-in Command in Ebonyi State Police Command and subsequently as the Deputy Commissioner of Police in-charge of the State CID, FCT, Abuja before being posted as the Second-in Command, Kaduna State Police Command.
As a Commissioner of Police, he was deployed as the CP, Delta State Police Command and later as CP FCT Police Command. Upon being elevated to the rank of Assistant Inspector General of Police, Ag. IGP Alkali served as the AIG, Zone 5 Headquarters, Benin, then AIG, Zone 7 Headquarters, Abuja and later as AIG in-charge of Federal Operations Unit of the Department of Operations, Force Headquarters, Abuja. He was later redeployed to head the Zone 4 Headquarters, Makurdi from where he was appointed as the Force Secretary.
As Deputy Inspector General of Police, he was posted as the DIG, Department of Finance and Administration and later as the DIG, Force Criminal Investigation Department (FCID), Abuja from where he was appointed as the Acting Inspector General of Police on 6th April, 2021.
Acting Alkali is an Alumnus of the prestigious National Defence College where he was awarded the Fellow of the National Defence College (fdc) in 2014. He has also attended the Strategic Communication Workshop at the National Defence College in 2013 and the International Association of Chiefs of Police Conference on Managing Personnel Through Corrective Discipline. Other professional courses he has attended includes the Junior, Intermediate and Senior Command Courses at the Police Staff College, Jos; Management Skills Workshop at the Industrial Training Fund, Jos; and the Advanced Detective Course. Others include the Public Relations Development Course, and the Police Mobile Training Course among others.
An officer with passion for Professional excellence, and exceptional operational, investigative and strategic leadership acumen, he was awarded the Best Anti-Crime Police Chief in Nigeria by the Security Watch Africa in 2016 and the Best Commissioner of Police in Crime Fighting which was awarded to him in recognition of the motivational leadership and effective anti-crime strategies he emplaced towards restoring public confidence in the police and in addressing the challenge of high-level crime as Commissioner of Police in Delta State in 2015 also by Security Watch Africa. He has also received the Inspector General of Police’s Letter of Commendation for meritorious service also in his capacity as CP, Delta State. Aside these, he was recognized by the Godly Family Church, Delta State for his Humanitarian Work and for engendering Religious Harmony. He was also a recipient of the Commissioner of Police Commendation Certificate for diligence and Excellence in Administrative and Operational Duties.
A member of the International Association of Chiefs of Police, Ag. IGP Alkali’s Policing Vision is to restore Police primacy in Nigeria through the provision of emotional intelligence-driven leads values, citizens-led policing model, and inter-agency collaboration approach towards stabilizing the internal security order.
Ag. IGP Alkali brings to the Force a personality with track record of courage, calmness, incorruptibility, discipline, clear vision, and deep knowledge of policing dynamics in Nigeria all of which he plans to harness to strengthen his leadership vision for the Nigeria Police Force. He is married and blessed with children.
